Hypothetically, could you put a £20,000 stack into a stocks & shares isa, then the following year put another £20,000 stack into a new stocks & shares isa on a different platform, then, perform share buying inside both isa’s during a single tax year? (Without taking any money out of the isa’s)

Yes. The limitation is on adding money to two ISAs of the same kind in the same year (not allowed). Once the money is in you can do what you like with it. It is fine to have several ISAs opened acrosss several years.
