Is the general investment isa with freetrade the same as a savings isa elsewhere? Can uou have both or would u need a stocks isa if u have savings one elsewhere?

There is a general investment account and there is an ISA. They are separate things.
You can have both.
You can only set up one ISA a year - but can hold multiple ISA’s.
Worth noting as well that you can only pay into one stock isa per year if you do happen to hold multiple isa’s
