They want to provide car insurance the same way it’s done in countries other than the UK: insure the car not the driver.
This is the way car insurance works in countries like Portugal, I believe. When I go back to Portugal I can simply borrow my mom’s or my sister’s car. My name doesn’t need to be on the insurance policy.
